Roy was born on August 8, 1944. He graduated from Stoughton High School in 1962. He served in the U.S. Air Force in Viet Nam. After the war, like his father, he worked as a welder building ships. He, also, managed ice cream stores. He currently works in sheet metal fabrication. He married Frances (Fran) Sheehan on September 18, 1976. They live in East Bridgewater, Massachusetts.

They have two daughters, Kristine and Nicole. Kristine was born July 4, 1980 in South Weymouth, Massachusetts. She graduated from the University of New Hampshire and is working in hotel management in Vale, Colorado.

Nicole was born August 11, 1985 in South Weymouth, Massachusetts. She attended public schools in East Bridgewater and is living with her parents.
